Parkex Preview in Parking Review
Winchester City Council and Liberty Services have developed a new design for penalty charge notice (PCN) carrier sheets which highlights the availability of discounted payment terms.
Winchester has opted to use the issuing of a PCN as an opportunity to encourage a reduction in the number of tickets issued. It does this by explaining the need to issue a ticket and the purpose of parking enforcement in a town like Winchester. The council also uses the PCN carrier as an opportunity to explain some of its services.

Winchester's parking and concessionary travel manager, says: "At Winchester,
we feel that the new design of carrier is a positive step towards the education
of motorists who receive a PCN in explaining why enforcement of parking regulations
takes place. If it can help in some small way in preventing further issue
of PCN's to a motorist, I feel that this goes some way to acheiving the aims
of the Traffic Management Act 2004 section 6. In addition, the new design
helps us get the message over to our customers about other parking related
services such as our Park Mark car parks and Winchester's park and ride service,
the increased use of which will assist in improving the city's air quality".
